Corsair "guarantees" their XMS3200 does 400mhz at 2.5-3-3-6-2T. It does precisely that. If I try to run it at a more aggressive memory timing, or if I try to run it at 401mhz, it crashes.
Oh well. I guess 400mhz isn't bad or anything, especially considering there isn't yet an "official" DDR400 spec.
