as of right now the ram on my Gf4 ti4200 (gainward 64MB w/TV 3.5ns ram) is stable at 560Mhz
thanks to the modded heatsink i put on the core im stable at 315Mhz
what do you think i could get the ram upto with some good ram sinks?

Probly about 565mhz. RAM isn't that dependant on cooling. It'll look cooler though.

I was able to get about 10-15mhz difference when I put ramsinks on, then again I have very good airflow over my vid card.

all i know is that this ram is hotter then any ram i have ever felt in my life
almost burns the skin

In that case I would definately get some ramsinks and a fan blowing on you card, my card has 3.8ns memory and colcked @495 most of the time and it still stayed at a reasonable temp even b4 ramsinks.
