I heard that the HS/F on the LeadTek GeForce II Ultra cards sucks. It is plenty big, but supposedly that dog don't hunt. Anybody know anything about this? Any suggestions on a fix that is not too complicated or risky?
I have nothing but good things to say about leadtek. I can tell you that any upgrade made to the cooling on the card can't hurt, but their cards (in particular) seem to overclock nicely straight out of the box (check out my OC below).
The ultras are pretty well maxxed at their current settings (can sometimes squeeze more performance form the memory), so the gains won't be as great as mine from the GPU.

I have mine running at 275/500 right now. I don't have a temp probe on the thing, though. I am worried that I'll burn it up. I do love this card, I'm just worried a bit.

Those chips are designed to run a bit hotter. Usually the chip locks the video/pc or causes distortions well before getting hot enough to burn itself out.
