I have an Athlon 1.35 ghz and ATI radeon LE 32mg ddr card. I have the card tweaked and overclocked to 191mhz and i'm hitting 4365 on 640x480 16bp

That card, with the system you described should be doing better.

I've got my 1ghz t-bird with the Radeon LE @ 195/195 at 1024x768x32 and it gets 3124. That doesn't sound too bad to me. What does yours get at 1024x768x32?
