What does a Heatercore Do?
What does a Peliter do?
A heatore core functions like the radiator in your car would.
When warm water goes through it, the heatore core absorbs the heat inside the water, and transfers that heat to the air. A fan greatly increases it's effectiveness also.
I don't know enough about peltiers to comment on them though.

a peltier is a metal plate through which an electrical current is passed. the plate uses the current to cool one side dramatically and transfer all the heat to the other side of the plate. its used as a way to transfer the heat of the core (small surface area) into the larger surface area of the peltier so that cooling can be more effective. one drawback though is the cold side gets so cold that you have to insulate it, usually with foam. otherwise, it gets so cold that it forms water condensation which will drip all over your system. hope that helped a bit...
