Being new to OCing and new to building computers-I just built my first one! If my fsb is at 133 does that mean my pc-2700 is going to be limited to pc-2100, in terms of fsb. Now lets say I was going to do a big oc and put the fsb at 200, I would need to get some pc-3200 ram right?

to start which mainboard do you have?

on the 200MHZ FSB good luck, but yes PC3200 = DDR400 = memory bus at 200MHZ. So yes you wuold need PC3200/DDR400 to run a FSB of 200 with a syncronous memory bus (Memory at 1:1 -- same as FSB)
