Best web hosting for under $10 a month

I need a no frills webhosting service for under $10 a month. I see so many adds for cheep hosting but all of them seem gimmicky. All I need is pop3, http, and FTP. I could spend weeks finding a good service so help me out.

Bender, i'm using Tera-byte (http://www.tera-byte.com). pretty good. might not be the best, but seems the best for me. and their help desk/tech support is rated very good too. always have a "real person" to talk to 24/7.
