Since Water Wetter reduces the surface tension of water does that make it easier for the water to leak ?

No. In a pressurized system, as yours should ideally be, surface tension will not prevent a leak. Under no circumstances should one count on surface tension protecting their computer from leaks, either.

Also, in a pressurized system, the need for waterwetter as a surfactant is significantly reduced because water is forced into places it might not have otherwise gone. It's still useful though, particularly in preventing algae and corrosion, etc.
