Are there any types of paint that help dissipate heat?

A Spray bottle full of Water ;)
Or the opposite, a can of Spray De-Icer!
I don't think so, but I'm not sure because where would it dissipate the heat to?

Only a lack of paint, really.
maybe I should have asked if there is a material I can put on my case or whatever..
no additional material will help disipate heat unless it is rough/textured, but then you need conductive materials like copper otherwise you insulate.

You could cover your case with cheap heatsinks, but it wouldn't do any good. :D
If your case is too hot, then you need more/better fans or watercooling. The case material has little to do with the temperature of the case. For surface of the case to be a factor, there would have to be a significant transfer of heat between the air inside the case and the case, which there isn't because of the high thermal resistance between the air and the case. It might make a difference if you froze the case, but otherwise, there's not much that you can do to the case (as far as painting goes) to help get your temps down.
The best way to get heat out is to cut a hole or two in your case and add a couple fans.

Usually flat colors will dissapate heat better than glossy colors. But you probably won't even notice the difference. It's so minimal that it becomes negligible.
Black will disipate heat better, but paint insulates too well. Black anodized aluminum diaipates heat better.
