Installing Mobo problems....No idea where to start

Ok heres the problem I have...

When I bought my case they included what looked like little risers that screwed into the Mobo tray and had a female end on the tips that stick out. I assume those are used to lift the Mobo off the tray...But do I put the little plastic washers that they give you between the tops and the Mobo or the Bottom near the tray???

See pic (apologies for bad drawing :D).

You insert the stanoffs (little clips with a hole on top) onto the mobo tray under where the screws go.
Place the mobo on top of the standoffs, line up the holes, and insert a screw.

You don't really need the washers. I leave them out so the mobo is grounded better.
