Is it possible to power on a power supply without the on/off button?
If so, how? since i have a 230watt laying around and it would be helpful if i can start it up and power my peltier.

the 230watt is ATX factor but i also have a 200watt AT Factor one. How do I power on them?

The AT style will have a power switch. And should handle a medium sized peltier. The ATX you'll have to mod here's a website I saw about it http://data-detective.com/overclock/power%20supply.htm maybe that'll help.
