I have a Celeron 433...it's not overclocked and MBProbe tells me it's at 55 Celcius!!!
When I overclocked it at 488 to test it, it was at 63 Celcius?
Does it mean I have a bad Fan?
The fan is running at 4900RPM...
Should I buy a new cooling fan?

How many case fans do you have? Are they arranged well? The best way to setup case fans is to have one in the lower front of your case blowing in, and one or two at the upper back of the case blowing out.

Forget the fan-- check your HEATSINK!! Is it fit flat with the CPU? Are you using a good quality thermal compound (but not much of it)? Thermal interface between the heatsink and CPU die is critical; check this area first.

Good Luck
