Yes it can, a little. It depends on your system of course.

It depends what your temps are at the moment - if they're close to 60C (for an AMD socket A) you'll have trouble running at default speed. But if they're lower (around 50) you should be able to get an extra 50MHz or so before cooling becomes a problem.

yeah sure if you push the fsb up a bit you dont need extra cooling...for instance i have a p3800eb i pushed the fsb to 140mhz making it 841mhz...no problems....i put the fsb to 150 making it 900mhz runs ok a few blue screens up the voltage no problems but when i upped the voltage she ran too hot to i just leave it at 841...so you see a 41mhz increase without cooling or stability problems.
