At 1.85v I can't go much higher than 1705mhz so I try lowering my multiplier down to 9.5 and my system won't post. I know instability is a result of low voltage high speed but why can't I drop my multiplier lower? Does my XP1800 have a limit to how low a can go on my multiplier. BTW the chip is unlocked.

Try clearing the cmos and try again. Sometimes boards may suddenly like another multiplier right away. If it doesn't work, try 9. If that doesn't work your unlock than your chip is only partially unlocked, and if you want to go lower - which I don't think it's worth it, then you'll have to unlock it again.
