Thermal Paste removal

I will soon be swapping out a PIII 800 for a PIII 1 ghz. I'm cooling it with a Golden Orb, which came with some kind of 'dow' thermal compound. I ordered some Atric Silver from online.
My questions are these:
How do i remove the stuff on the bottom of the fan?

Do i apply the Artic Silver to the fan base or directly to the chip.

How much Artic Silver do i use?

Use a sharp object such as a razor blade and *very carefully* remove as much as possible (be careful not to scratch the bottom of the orb). Take a q-tip (or 2) and some rubbing alcohol to remove the rest. Put a very thin layer of Arctic Silver on the cpu core *only* and reinstall. :)
