Watercooling - Pumps specs and waterblocks

Hi, right now I´m searching the right pump in order to make my watercooling system. What is the best pump available and what specs does it has. Where I live there are no place to buy a waterblock, should I make one by myself?
Using Penzoil or another refrigerant is better than cooled water???

You might take a look at this. I just spotted it from another post that pointed to heat sinks. This looks like a decent package. Complete system minus the water and pump container (http://www.plycon.com/water.htm)

Water is hard to beat, but adding a little antifreeze and water wetter is good, keeps the live away.
