How much does a cheap water-cooling system cost?

I bet you could do it for under $50. $15 for a pump, $5 for tubing, $35 for a premade H2O block and $5 for a automotive heater core - OK that's $60, sorry. Bet you could do it for cheaper with some creative shopping.....
