packet loss

I have a cable modem and I play UT
I get 77% packet loss and a ping of 900 ms

I have been told that I am sending to big of a packet and the UDP is breaking it up.

What setting would control this?

changing the recieve window size? Or maybe you're trying to send or recieve more packets than your connection can handle.
I think its called rwin, recieve window size.
