question about the abit bios multipliyer

Why put the option to change the multiplyer in the bios if you can even unlock the multiplyer on the chip?

Its not like there are P4 owners running around with tons of unlocked processors.
I would assume like 2 percent of the p4 population are unlocked chips

its so the testers who get the unlocked chips can test on any board they want. at least thats the only reason i can think of.
