compressed air usually contains water particles, unless it is well filtered.
what did you have in mind?
it takes a lot of energy to compress air. your power bills from that alone would cost more than any W/C rig. :p
it was just a idea .. :-)
you could buy a can or two off compressed air like dustoff and that gets to like -50C and spray the whole can on your heatsink until its ice cold then immediatly turn on your pc and for 2-3min have a cpu tmep of like 5C......but watch out for the condensation...

well, there's those vertex tubes that they use to cool machine parts, mainly drills and saws.
Basically you spray pressurised air into the tube from the side, and hot air shoots of out one end of the tube, and very cold air comes out of the other.

Excert from the page reads "Cold air to -50°F (-46°C) from your compressed air supply -- with no moving parts!"
Only problem would be the noise, I read up on it, and the air spiralling within the tube can reach 1,000,000 RPM ( really ) so I bet its pretty loud.
I posted a thread asking about whether this could be used to cool a CPU, and the general concensus was "yes, but fecking noisy"
