I have a piece of copper in my garage thats about a centimeter thick (about). Would putting this under my waterblock help lower temps at all?

not unless it is pure copper - most coppers are alloyed with phosphorous, which kills thier thermal properties. Get some from www.onlinemetals.com.

Only use a cold plate if you are using a peltier. Other wise you're just adding another surface where you're water has to go through to pick it up.
