Basically we made it up when we were already drunk so it doesn't make much sense to the sober mind. But anyways, the point is, is that you just have to make up a crazy sentence and say weeeeee just like in the video. If you can't think of one, or something goes wrong with the weeeee part you have to take a shot. The best one we came up with was "OMG I fell down a flight of stairs, my pants split I looked up and said weeeeeeeee!!!" It sounds stupid now, but when your hammered you can't stop laughing.

EDIT: Forgot to say there is a short time limit. Basically it works like a speed round. We don't have a set time, but usually its around 3 seconds. WEEEEEEE!!!!
