Shuttle AV40 motherboard(VIA P4x266) not being able to go above 119Mhz FSB?

I have the aforementioned motherboard and everytime I try to boot with 120Mhz FSB it just refuses to boot! I mean nothing. blank screen, zip, nada, no juice, while 119Mhz and anything below is just fine. Heat is not an issue as I'm running a Swiftech MCX-462A with a Vantec Tornado fan(cpu core idle:28, max load after 1hr with prime95:35, highest i've seen 37) vcore is at 1.8v no problems there, PCI/AGP multipliers are locked at their default frequency(thru option in BIOS) but i just can't get around this magical barrier of 120Mhz FSB, even booting with the RAM at 200Mhz didn't help

Does anyone have any suggestions? BIOS is latest from Shuttle...
