I have used Windows Media Encoder (http://www.microsoft.com/windows/windowsmedia/wm7/encoder.asp) , and it works great.

Does anyone know of any program's for chatting and video conferencing like the old NetMeeting? One's where you can browse a list of other member's and you can call them?

If you just want like 1 frame a sec then there are some decent java applets for free. If you go too high you're going to run into a bandwidth problem with a bunch of ppl watching it.

I know there are some really cool utils in linux for doing this, don't know about the windows ones. I think anything really nice you're gonna have to buy.
