Usually part of the software..
*shrug* duno.. when I did the webcam work for my umm more nefarious reasons I used realplayer to broadcast
I have used Windows Media Encoder (http://www.microsoft.com/windows/windowsmedia/wm7/encoder.asp) , and it works great.
I just found a program that lets me do it, its called Active WebCam 3.1
Does anyone know of any program's for chatting and video conferencing like the old NetMeeting? One's where you can browse a list of other member's and you can call them?

If you just want like 1 frame a sec then there are some decent java applets for free. If you go too high you're going to run into a bandwidth problem with a bunch of ppl watching it.
I know there are some really cool utils in linux for doing this, don't know about the windows ones. I think anything really nice you're gonna have to buy.
