The set security policy may prevent you from accessing it.

how can i change the security policy? its my own computer so i should have all administrative rights.......
Ummm, you are just typing regedit into the run box?
What you could also try is do a search for regedit, and when it comes up on your search screen as regedit.exe (there should be two: one in WINNT and WINNT\system32) just go and right click on it, hit properties and check your security tab and add administrator with full control if not already there. I t should be that way and if not you need to retake ownership of your system under the administrator account, but thats another story.
Just to add
You can also try and type: regedt32
into your run box and if it comes up check security\permissions and make sure that you have admin or everyone with full access in there. This may not work if you are locked out due to ownership but you should statt to see whats up.
Often when people remove the everyone or restrict the everyone from full control (as they should)without taking admin ownership or adding admin rights the system has some glitches like not installing(inMSI installer) or allowing you access to your regedit
um to change your security policy
RUN \gpedit.msc\user configuration\system
if the "disable registry editing tools" says anthing other than "not configured" check it out
