P4b533e Memory Ratio question

OK, this is just something weird I think I found with the P4b533e. I have crap ram so to get a few more mhz I decided to be cheap(until new mem arrives) and set the ratio to 4:3. I get no posts at 140 on the fsb. Is this because it refuses to run the mem at less than 133mhz? It will run 1:1 at 139, but no higher. It pc2100 mem BTW.

Has anyone got any ideas about this, or had similar problems?
