Could someone tell me what in your opinion is the best socket a hsf. And please don't tell me ones that are made totally out of copper (it's ok if they have copper inserts etc.) and don't have a delta 60mm 7000rpm fan.

Easy to answer this Q. It's the Swiftech MC 462A. There are caveats, naturally. Your Socket A mainboard must have the four holes through it, and there must be enough real estate around the socket. If your mobo does have the holes, you'll need to remove the mainboard to install the Swiftech. And the MC 462A is expensive.
Otherwise? You just can't beat the bang for buck of the Alpha PEP-66 with a Delta 38. You may have to mod the PEP-66 so that it'll work in a vertical position on a Socket A board. It's an easy mod. With a 60 mm to 80 mm or 60 mm to 92 mm fan adapter, you won't have to listen to the Delta.

I think it depends on what you are using the heat sink on/for. The newer T-Birds put out a lot of heat and (IMO) reneder a lot of heat sink/fans useless.
Tachyon is right. It's about time we start seeing Socket A HSF reviews and shootouts using, say, a 1G/266 cpu running 1.85V/3.5V @ 10x145 or so (=80+W). Using 50W cpu setups alone doesn't cut it anymore. Just my opinion.

Sniper564, to make that recommendation it would help to know what the system specs are; CPU, MOBO and etc.
Also what you would like to acheive.
