rtcw refresh rate

how do u change the refresh rate in RTCW? Everything pops up as 60hz! I know this is a problem that RivaTuner can supposedly help with but for some reason I can't figure it out.. perhaps i'm just not rivatuner-trained..

Someone told me that updated nvidia drivers may help but i've also heard that the new drivers are all jacked up.. any thoughts?
