DVD Skipping Problem?

My friends DVD player on his Presario has been skipping his dvd's for a while. He just told me about it and wondered if I could do anything to fix it. I told him I didn't know anything about it but I figured I'd just ask here. Unfortunately I forgot to check his system specs, or if it plays cd's fine. But as for the problem, the dvd plays very choppy (running like a bad lag StarCraft game:)), and the audio sounds like some dj's mixing it always repeating or echoing the scene being played so that it is like the people or music are being played twice in a row. Any ideas? Is it just a dirty lense?

need detail, what graphics card does he have? what dvd-rom? what speed processor?

If incd is installed, deinstall it and try again.
that caused the prob by my friends dvd drive.
