How can I allow direct memory access in Win2kPro?

I have a GTA3 trainer (the Admin Console, some of you may have heard of it) I'd like to use in 2kPro, but can't, because 2kPro won't allow it to access and change the memory addresses it needs to. It works fine in 98SE.

Does anyone know how to set 2kPro to allow this sort of thing?

You could try running it in 9x compatability mode w/ an app from the Win2k CD (can't remember the name of it, unfortunately:(), but other than that, Win2k won't allow direct hardware access.
