Alright, normally when I play CS, I have 100FPS. I have my monitor set at 85Hz, the max setting for my resolution.
Well, when I strafe in CS w/out V-sync on, the screen has these weird horizontal lines. Almost as if horizontal segments are slightly overlapping eachother. This gets kinda annoying. So I put V-sync on and the lines go away... which makes things much better, but then I am stuck at 60FPS! I go and check me monitors refresh rate and I am still at 85Hz... any ideas what's wrong?

Yes you're using XP ;). Remember that when you've Vsync enabled you're locking the FPS to the monitor refresh. Windows 2000 and XP both default to 60Hz for applications. Easiest way round this is to use a tweaker, I use Powerstrip (http://www.entechtaiwan.com/ps.htm). It lets you set custom refresh-rates for any resolution your card supports.
I'm having the same problem as you youngbuck. Can't figure it out either.

I have a question when i play on 1280x1024 reso or 1600x1200 reso my refresh rate is always 60hz
But on 1280x1024 i know i can do 75hz or 85 i think and on 1600x1200 i can do 66hz so the moniter says on the pacaging.
How do i fix this
Same here in quake2 with my crt monitor.I cant tell you why but it has to do with the syncing between your set fps and refresh rate.My viewsonic can go to 240hz and it still does it.So I set refresh to 120 and game fps to 90 with vsync on and its smooth as glass.If the combo of refresh and game fps are not set right I get the lines you are talking about with vsync off.I had to reset my settings when I installed the new 40.72 dets but before that I had set q2 maxfps to 70 and refresh to 85.It wasnt as smooth as it is now but had no lines.You are limited by your refresh but try different combos of refresh and maxfps in your game with vsync off.I think you can find the right combo to get rid of the lines.

NVRefreshrate fix didnt help at all. It just kinda messed things up.
See, when I enable v-sync, my monitor refresh rate is still at 85Hz, that's why I don't understand my FPS reduction. I also make sure that I use the console command in CS "fps_max 100," but my fps still stays at 60, even though my monitors refresh rate is still at 85Hz.

Hey guys, I think I found the solution. Enter the properties page for the detonator drivers, (I'm using 40.72) then expand the Direct3d menu and select "Refresh Rate Overrider". Select the resolution you usually game at and select the highest possible refresh rate. If you get problems gradually decrease.

That fix didn't seam to work for my XP box on the 40.71 dets. Going to try the 72s when I get time. For now Powerstrip works great for locking my refresh rates.
I tried both the refresh lock and the oc option in the 40.xx dets and it caused all kinds of problems on my overclocked machine, switched back to rivatuner until they decide to certify some of these drivers.
