Since i decided that i will make myself an PHASE CHANGE system i need to know if a higher air flow produces more condensation as a low airflow???

if you mean in the case the more air that moves throught themore moisture is going to enter the case and freeze to your cold plate or block. you will need to insulate the block using some sort of foam neoprine and closed cell foam are the most common.

I meant higher airflow in comp case!!!

yes there will be more moisture comming in and out but what you should know is with a good phase change system it will all freeze so its not realy condensation anymore you will need to insulate your block
