I'd recommend the PEP66T if you don't mind modding it for your motherboard (its REALLY easy), with a YS tech fan, if you think a YS tech fan is too loud, go with a Sanyo Denki. This setup will cost you $30-$40 thoug, but like hoot says, we need price range for best suited recommendation.
