If I was running a water chiller and wanted my temps at a certain spot would I be able to have a thermal prob on my cpu and connect that to a thermostat that would turn on the compresser when it gets to hot and turns off when its cold so i can leave it on all the time.

yea you can actualy just take the thermostat lead and put it under your block or in the resivior and set it for what ever your highest temp should be and it will be fine

so what your saying is if i want to keep my processor above room temp then this is the best way to do it with the phase change setup so I really wouldnt need to insulate then

it would be damn hard to ajust a system to keep the water only that cool. if you just want room temp or just under so you dont need to insulate your better off building a bong cooler.
