I own a nvidia geforce 2 ti right now, and my tv out can only go up to 800x600 max plus it has no twinview. I heard ati cards have great tv out and supports 1024x768, but i really like nvidia products and their drivers etc. Is there any nvidia cards that support 1024x768 and would it have better image quality than my gf2, or should i be better off buying an ati card? I know atis image quality is SWEET, but i think nvidia is better for games, (my opinion).

Unless I've missed something recently, all Nvidia use the same Video out(and in) chips. So you'd be better off with an ATi or Matrox if you want quality. Personally I'd go ATi, 8500s are great deals nowadays.

The GF4 (MX) supports up to 1024x768, I'm pretty sure image quality has improved too.
