First: I have an Athlon 1.2ghz system with Arx Ball Bearing hsf on it. The Arx runs very loud (or at least it seems loud to me). I am trying to find a replacement that runs quiter than this. Any info or suggestions?
Second: I found QuietPC.com they have a Radial Fin Cooler for Athlons. Anyone try this? Is it any good?

what size is the fan? 70mm, 80mm, 92mm etc.
are there any other markings on that fan? that maybe begin with the letters FD?

Well, I would look for the wattage of the fan, that will give you an idea of the rpm and db rating. Look here for comparisons if you can't find the specifics on your particular fan...

Arx FD1260 is the model number.
Any suggestions for quiter cooling?

There are a great # of real solid heatsinks that allow you to put any fan you want on there. The highest rated amd HS right now is a thermaright SLK800. I am using a swiftech mcx462+ and like it alot. For something cheaper alot of people like the thermalright SK-7.
Anyways you can have your pick of whatever fans you want with those. You could pick a near silent, low rpm fan or you could put a vantec tornado on. Up to you.
One suggestion though is go with an 80mm fan. They can achieve the same airflow with less rpms (and thus less dba) that a 60mm fan can.
Oh another alternative is to use a rheostat to slow down the fan on your heatsink.
