not a good idea you will have live wires just dangling around in your psu unless you take the cover off and then desolder them.

I'd cut them off right at the circuit board. If you don't want to do that, I'd cut them off inside the PSU case, then cover the ends with heatshrink or something.

Yeah, you can cut them off. Just make sure each wire is insulated so it won't come into contact with the case or another wire.
