This would have nothing to do with your digital or cablem modem facilities it has more to do with buying a TV-in card. For example many of the new video cards have this feature built right in. I am sure someone can guide you to a specific card,

Currently, I am unaware of an addin card for decoding digital cable.
Currently available devices are
Analog NTSC TV, Terristral broadcast and Cable.
Digital Satalite TV (Direct TV)
and Terristral broadcast ATSC HDTV
You could get a TV Tuner card and hook that to a cable box, but controling the cable box from the PC may be problamatic.

Depends, seach the web.
Many people use Hauppauge card and swear by them, I've used everycard thay make and consider them to be overpriced and buggy.
Take a look at the AverKey TV Studio Pro it's about $80.00

There is also in the ATI All-in-Wonder Radeon which I am going to be getting soon.
Why would anyone want to get an all in one video card with built in tv tuner if he already has a good video card? Then he'd have to throw away his current video card. That doesn't make much sense, does it? Instead, get a pci tv tuner card, they vary in price but you should be able to get one for around $70. Here's the one I have:

hauppauge sucks.
I have used all of their cards in the last year, the HDTV is the worst of the bunch.
Buggy software, buggy hardware, bad manufacturing, wont record the analog, only the digital stream.
Geougous pictures though, try MyHD at digital connection http://www.digitalconnection.com

the leadtek is choice, it comes with a remote.
ati's seperate tuner card doesn't have the remote that the allinwonder has, but the software is a little more robust than the leadtek's.
but those are the two i swear by.
