I have a Zalman ZM-F1 (http://www.heatsinkstore.com/80zalzm.html) case fan that I'm gonna put on my CPU heatsink. I'm going to keep it running at 3000 rpm, even though it comes with a resistor to make it spin slower for less noise.

anyway, are these zalman fans any good? I want the most reliable fan for cooling my CPU. The reason I chose this fan is because it moves the ideal amount of air for me. I moves a good amount without being way too loud.

Also, would the resistor work for other fans if I wanted them to be quieter, or just for this zalman?

The resistor will work for any fan.
Sometimes it allows rpm reading, sometimes it doesn't.
For total security you need rpm reading and an alarm. Or (CPU) temp reading and alarm/shutdown.

Ok, thanks, but how are zalman fans?
