Which card is better as in playing unreal 2k3 better? the geforce 4 ti4600 or the radeon 9000 pro 128

I'd have to say the 4600. Although the 9000 is significantly lower priced, and gives very good performance in comparison.

no competition. 4600 definately. even the 8500 is better than the 9000.
