Has my ram been shorted?

My friend is selling me a stick of OCZ 256mb pc3000, so I decided to test it out and it doesnt even reach 145 fsb, but for $30 I aint complaining. My problem is that I tried it out with my stick of 256mb pc2100 crucial and it worked allright. But I let my friend take it back home until he gets his corsair stick next week and his comp would not load windows. He claims the ram has been shorted but I dont see how that could have had happened. Is it really shorted?

Is he trying to run the Crucial with the same bios settings as the OCZ? It won't like that.

When I was running the ocz and the crucial I just put normal settings so thats not the problem.
