how do i get the gunk off the sides of my cpu core?????

i took off the retail hsf that came with my duron 800, but there was all this gunk(kinda gummy) stuck around the sides of the core. i tried taking it off, but it just kept of smearing. i'm thinking about using a toothbrush or something, but i don't want to mess up my chip. right now, i'm running my comp with my new gladiator, but it's running at around 53 degrees celcius, which is still pretty high, so i'm guessing it must be all that gunk stuck around my core.

finger nail polish remover with acetone works well. So does carb cleaner, but the latter is very bad on plastic parts. Alcohol isn't strong enough.
