If I OC...should I do so right after stability tests? Or could I wait a month or two?

Do you need to OC right away for best results?

Once you find out what is a good OC...for that to remain "good", do you need to let the CPU run at that speed? or can I clock it down to default or so?

You can wait as long as you want.
Sometimes a cpu that wont overclock any higher will go furthur after its been used for a couple of months.
