Peltier Cooling

I'm building an Athlon 1.4ghz system and saw a peltier device on Ebay. Just want to know if its a decent unit and if i need to do anything special before attaching it to the cpu?? here's the link:

You will need a more powerful Peltier for your 1.4+ghz Athlon. Look for a 172watt from Danger Den or TE distributions.
