can any one tell me how good is a silver mountain 2 cpu fan is and why it doesnt do full rpm speed when running as well as if the system fan from cooler master model number tf8-25im-74 as i heard version af8-25im-74 this version was better can that be confirmed model

sounds like this might be part of the problem. you need to clean off that thermal pad from the bottom of the hs with some acetone or high content isopropyl alcohol and apply some arctic silver thermal compound.
