is a duron650 @ 970 1.85v hotter than a duron850 @ 1100 1.85v? a duron600 @ 1000 would be hotter than a duron800 @ 1000 correct? if you guys could help me out here cause i'm getting kinda confused.

The actual rated speed of a chip has no effect on its heat at a certain speed. Heat is just a result of MHz * voltage. A Duron 600@1000 would generate the same amount of heat as a Duron 800@1000.

This is true, but the 800@1000 is more likely to happen, also it would be more stable (most likely)
