Generally blowing is better...
however the odd time sucking can be better, the best way to find out is to try for yourself....
i would do a quick search of the cooling section as this topic has been discused in depth many times before, and all your questions will most likly be ansered thier.

I would go with what jay said. Blow is better so then all the hot air can move away from the heatsink and the exhuast fans can get rid of the hot air in the case. I've done this to many of my friend's comps and blowing works.
Guess going to have to try sucking when I get home from work. Instructions with the HS says to use sucking.
