What the title says, my drive is "twing"ing. It makes this noise about every 3 or 4 secs, and I am assuming that it means I'm about to loose a drive? The drive in question is a Maxtor 5400rpm 20GB ATA100. It already screams, quite loudly just when idling, (the rpm noise). Is my drive dying?

i whoud say yes get a new drive soon
some drives make noise but that usualy mean last leges!

I can't comment on Maxtor drives, etc... but I'll just remind you:
Backup your wanted data!
If it is a drive going bad, you'll be glad that you (hopefully) backed your stuff up.

My old IBM did that before it died....
Recently however, I did a low level format on that same drive and it is up and running fine. Guess I just had to blow all the MS out of it.

there is a chance that its dying, i wouldnt think that sound would be normal for every day use, my dads WD at work clicks a little weird on bootup but its never had a problem, wont comment on WD though... backing up your data wouldnt be a bad idea imo
