I was thinking of using a UV spray on certain things like fans etc. But will a 'black light' work if I use a blue cathode to go with the case? And also what will UV look like on silver items?

Silver items will reflect the purplish light. If you want something to glow intensly under UV light you need to spray a primary coat of white on it. Silver items covered in UV reactive paint won't be as brilliant.

I have a UV CCFL tube in my aluminum case and the bare aluminum does a wonderful job of reflecting the UV light all over the inside of my case.

The blue cold cathode when used with the UV won't effect the UV at all. It's just that the blue will be so intense that it will make the UV effect less visible.

Silver items will glow nicely if you spray them with something uv reactive. also clear items light up nicely too. Here's (http://www.bit-tech.net/article/62/) an article by macroman spraying fans, lok at bottom for silver ones.
And here's a plexi cube sprayed with conformal coating under UV (inside of the case was sprayed too, thats why its bluish):
