dual dualie questions

Question 1: Can you occupy the two sockets on a dualie board with two different speed processors (eg a 2.0 @ 400fsb and a 2.6 @ 533fsb)

Question 2: Do both sockets have to be filled to run? or can it run on one (for financial reasons)?

If you're referring to Xeons, yeah, you can run with just one CPU. As for mixing them, I'm not too sure, I don't have a dual Xeon system.

Yes, you can physically mix them but they will only run at the same bus speed (most likely the lower). Therefore the 2.6Ghz part will run at 100x19.5 (1950MHz) so there shouldn't be any real problems.

Ideally though, 2 CPU's of the same type (and stepping) are preferred but not essential.
